CVC defines Vigilance angle as follows (As per clause 1.4.1 of Vigilance manual 2021)

  • Demanding and/or accepting gratification other than legal remuneration in respect of an official act or for using his influence with any other official.
  • Obtaining valuable thing, without consideration or with inadequate consideration from a person with whom he has or likely to have official dealings or his subordinates have official dealings or where he can exert influence.
  • Obtaining for himself or for any other person any valuable thing or pecuniary advantage by corrupt or illegal means or by abusing his position as a public servant.
  • Possession of assets disproportionate to his known sources of income.(v) Cases of misappropriation, forgery or cheating or other similar criminal offences.

Shri Rajnesh Singh, an accomplished officer of the Indian Railway Service of Mechanical Engineers (IRSME), 2003 batch, brings 25 years of diverse experience in policy-making, governance, procurement, strategic alliances, and industrial development across three key sectors of Petroleum, Railways, and the Automotive Industry.

A graduate in Mechanical Engineering with Honors from Motilal Nehru National Institute of Technology (MNNIT), Prayagraj (1999), Shri Singh further refined his expertise through the Advanced Management Programme in Public Policy (AMPPP) from ISB Mohali/Hyderabad (2023-24). His intellectual contributions include a research paper on “Domestically Produced Bioethanol Contributing to India’s Pursuit of Energy Self-reliance and De-carbonization of the Road Transport Sector”, published by SAE International in December 2024.

His global exposure includes High-Speed Rail Training in Japan, representing India in the 14th IAA-India Day in Hannover, visits to Fraunhofer Institutes, Darmstadt, Germany, and an Automotive Industry Study Tour of Mexico.

With 16+ years of field unit experience, Shri Singh has worked across key South Eastern Railway divisions (Chakradharpur, Ranchi, and Kharagpur), specializing in train operations, safety, disaster management, rolling stock maintenance and Industrial Relations. At Banaras Locomotive Works (BLW), Varanasi, he excelled in locomotive design, vendor development, procurement, and supply chain management of Rs 4,000 to 5,000 crore per annum for four years.

As Director (C&IS) in Railway Board, Ministry of Railways, he chaired the Task Force on e-office implementation, driving a transformative shift in organizational work culture through e-governance. He played a pivotal role in policy formulation for Information Security, Computerization, and ICT Systems, enhancing operational efficiency and cybersecurity frameworks.

Shri Singh served as Director (Auto), Ministry of Heavy Industries (MHI) for four years, where he played a pivotal role in driving India’s automotive policies, international collaborations, and sustainability initiatives. He was instrumental in framing and implementing the two flagship Production Linked Incentive (PLI) schemes – PLI Auto and PLI ACC schemes and contributing to the National E-Bus Program (NEBP) through Payment Security Mechanism (PSM), among other key industry-transforming projects.

Shri Singh has handled the responsibility of the Director (Finance, Admin & Legal) for the National Automotive Board (NAB), an Autonomous Body under MHI for four years, contributing to its strategic growth. He has been Member Secretary, NAB, and Governing Council Member of ARAI, Pune, and the Automotive Skill Development Council (ASDC).
